Abstract:[Purposes] To scientifically evaluate the development level of urban-rural passenger transport integration, this study constructed an evaluation model applicable to evaluating that development level. [Methods] Based on balanced scorecard theory, an evaluation index system was established, and triangular fuzzy numbers were introduced to fuzzify the weight of each indicator. To address the problem of low discriminability of evaluation results in the traditional common-origin grey clustering model, the grey-class intervals were adjusted, a whitenization weight function applicable to the evaluation of urban-rural passenger transport integration was constructed, and an improved grey clustering evaluation model was established. [Findings] The proposed model was applied to Wangcheng District, Changsha City. The results show that the development level of urban-rural passenger transport integration in this area is good. The model effectively avoids the grey-class crossover phenomenon in the calculation of the comprehensive clustering coefficient, making the distribution of grey-class membership degrees of each indicator more reasonable. [Conclusions] The proposed grey clustering model is widely applicable to evaluating the development level of urban-rural passenger transport integration, produces highly discriminative evaluation results, and can provide a methodological reference for similar evaluations.
